NRCS sets the compulsory specification for plastic carriers and flat bags to prevent damage to the environment by discouraging littering.

NRCS evaluates evidence of conformity (i.e. test reports and samples) to determine whether the requirements of the compulsory specification are met.
NRCS issues a Letter of Authority to manufacturers or importers of conforming products permitting their sale, import or export.
NRCS conducts inspections and sampling at manufacturers, importers and in the market to ensure that only approved products are sold, and that approved products continue to comply.
NRCS maintains a database listing all registered manufacturers.
